A signal converting apparatus and a signal converting method increases a settling time rapidly by reducing overshoot and undershoot of an output voltage. A swing range converting unit converts a first signal swing within a first swing range into a second signal swing within a second swing range. An oscillator(40) generates the periodically swing oscillation signal within the second swing range. A comparator(50) receives and compares the second signal and the oscillation signal, and generates a pulse width modulation signal as the compared result. The first swing range is larger than the second swing range. The second swing range is between the first voltage and the second voltage.
