PROBLEM TO BE SOLVED: To provide a service start signal restricting method, device, and system that can restrict communication while making the best of processing capability of a communication server although a plurality of kinds of service start signals are input. SOLUTION: The service start signal restricting device comprises a weighting conversion unit 204 for weighting a service start signal input to a communication server 101, a counter 202 for counting signals, a memory 203 previously stored with a receivable count value, a restriction decision time measuring unit 201, and a comparison decision unit 205. Weight conversion tables are provided for each of the service start signals, conversion is performed by reference to weighting conversion each time a service start signal is received, and a value after the conversion is counted as reception signal number information; and the number of received weighted signals is compared with the number of weighted signals which can be received to impose restrictions based upon the comparison result.
