PROBLEM TO BE SOLVED: To provide a small rotor device capable of smoothly rotating a rotor by setting total rotating quantity of the rotor in the left and right directions at more than 360°and an antenna device. SOLUTION: This rotor device 10 is furnished with a base 11, a mounting base 14 provided on the base 11 free to rotate through a fixed shaft 12 and a rotation regulating means to regulate rotation of the mounting base 14 by setting a limit of rotating quantity of the mounting base 14. The device is constituted by providing cutout grooves 15a, 15b between an outer peripheral part of the mounting base 14 loading an antenna 21 and the fixed shaft 12, providing these cutout grooves 15a, 15b along prescribed length so as to extend in the same direction of the rotating direction of the mounting base 14, fitting a first stopper member 16 in the cutout grooves 15a, 15b free to slide and fixing a second stopper member 17 making contact with the first stopper member 16 on the base 11.
