PROBLEM TO BE SOLVED: To generate metadata based upon a viewer's viewpoint for a video-recorded program content, and to reduce the actual damage by arbitrary metadata.

SOLUTION: The metadata related information generating device includes: a comment input image position extracting means 153 of extracting a comment input image position along a time zone including the time when an image that a viewer viewed when creasing a comment is displayed based upon comment generation time included in the metadata including the comment on a program that the viewer generated while viewing the program, the generation time of the comment, and program characteristic information wherein a time range of a motion image is related to the comment to generate an editing unit; a comment permission image position determining means 154 of determining the editing unit including the comment input image position as a comment permission image position; a display permission information generating means 155 of generating metadata related information for displaying the motion image of the program corresponding to the determined editing unit and the comment in the same timing; and a metadata related information transmitting means 156.
