PROBLEM TO BE SOLVED: To provide a composite sleeper which enhances its bearing capacity, that is, withdrawal resistance by increasing strength after the hardening of an adhesive for fixing an embedded plug of the composite sleeper. SOLUTION: In this composite sleeper in which a bundle of continuous glass fibers is longitudinally arranged and hardened by a resin, the embedded plug, in which a flange is mounted on the bottom of a through female screw by means of an anti-coming-off bolt, is inserted into a non-through prepared hole which is drilled into the composite sleeper; and a bundle of reinforcing fibers is embedded along a vertical direction in the periphery of the embedded plug, and fixed by means of an epoxy resin-based adhesive, an unsaturated polyester resin-based adhesive, or a vinylester adhesive.
