PROBLEM TO BE SOLVED: To obtain an internal combustion engine control system ensuring effect of engine brake by limiting the closing velocity of a throttle valve as a surge countermeasure during deceleration even when intake pressure downstream of a supercharger is released to an engine side in an internal combustion engine having the supercharger. SOLUTION: When the closing velocity of the throttle valve 9 is limited as the surge countermeasure in deceleration, a drive signal for stopping fuel injection is sent to an injector 3 attached to each cylinder according to predetermined setting from an ECU 50 so that the output torque of an engine 1 is reduced and the effect of engine brake is ensured.
