PROBLEM TO BE SOLVED: To provide a telescopic shaft and a steering device having its telescopic shaft, for effectively making energizing force of a spring act as a preload on an elastically deformable sleeve interposed in a clearance between a male shaft and a female shaft, reduced in fluctuation of sliding resistance between the male shaft and the female shaft, even in change of temperature and humidity. SOLUTION: Since an adjacent partial sleeve 71 is mutually relatively movably engaged in the orthogonal direction (the radial direction) to the axial direction of the male shaft 12B, elastic force of a plate spring 84 is wholly transmitted to the partial sleeve 71, and effectively acts as the preload. As a result, even if the outer periphery of an inclined sleeve part 712 is abraded, the inclined sleeve part 712 (the partial sleeve 71) is further pressed by the elastic force of the plate spring 84 toward a minimum clearance part from a maximum clearance part of an inclined clearance 62 by the extent that the outer periphery of the inclined sleeve part 712 is abraded.
