Useless consumption of a wireless resource is suppressed when uncompressed data cannot be received normally at a wireless terminal. For that purpose, a wireless base station (30), when it detects any missing of data in received data received from a transmitting device (20), notifies the transmitting device (20) of the missing of data. Upon reception of the notification of missing of data, the receiving device (20) controls a header compression state of the data addressed to a wireless terminal (40) to an uncompressed state.
