An electric rotary shaver including a substantially circular disk form out er cutter, which has hair entry openings, and an inner cutter, which rotates while making sliding contact with the inner surface of the outer cutter; and the inner cutter including an inner cutter base, which is made of a synthetic resin an d comprised of a boss that engages with a rotary shaft of the shaver and cutte r blade supports that extend radially outward from the boss, and a plurality o f cutter blade sections, which have a cutter blade and are installed on the cutter blade supports. The cutter blade sections can be formed in a shape of a ring to ma ke a cutter blade ring so that the cutter blade ring is disposed on the cutter blade supports.
