PROBLEM TO BE SOLVED: To provide a resource allocation control method and device for reducing inter-cell interference in a radio communication system. SOLUTION: According to a resource allocation control method in a plurality of cells of the radio communication system, radio communication devices for respectively control at least two cells notify each other of resource information for controlling cells of each other, and the respective radio communication devices set a buffer area resource within the prescribed resource range of resources of their own cells corresponding to resources for controlling other cells.
