<p><P>PROBLEM TO BE SOLVED: To provide a heavy metal treatment agent that insolubilizes harmful heavy metals such as lead, mercury, chromium, cadmium etc., contained in incinerated ash and fly ash discharged from a garbage incineration facility, soil contaminated with a heavy metal, sludge produced after a waste water treatment and treats harmful heavy metals with a smaller amount of the heavy metal treatment agent and to provide a treatment method using the same. <P>SOLUTION: The heavy metal treatment agent comprises one or more kinds selected from the group consisting of straight-chain and/or branched-chain polyamines containing three or more amino groups in the molecule and an amine carbodithioate, has high insolubilization selectivity to harmful heavy metals and insolubilizes harmful heavy metals with a small amount of the heavy metal treatment agent.
