<P>PROBLEM TO BE SOLVED: To enable nonsubscribers' cashless bets. <P>SOLUTION: When a betting right transfer request is input from a member terminal device 2, a betting right transfer means 1c generates and stores in a transfer information storage means 1b transfer information associating betting right information on betting right content depending on the transfer request and transferee information identifying a transferee with member identification information about the member. When a betting ticket purchase request is input from a transferee terminal device 3, a betting ticket purchase reception means 1d reads out the corresponding transfer information and member information to determine whether or not to accept the betting ticket purchase request. The purchase is accepted if the purchase content is within the content specified by the betting right information.
