PROBLEM TO BE SOLVED: To provide a surface treatment agent capable of baking at a low baking temperature, capable of forming a film having excellent corrosion resistance even after degreasing on the surface of a galvanized steel sheet without using a chromium compound, and further capable of imparting excellent die galling resistance to a galvanized steel sheet, and to provide a steel sheet surface-treated with the surface treatment agent. SOLUTION: The surface treatment agent is used for surface treatment to a galvanized steel sheet. The surface treatment agent comprises: a water soluble polyvalent metal phosphate compound; at least either hexafluorotitanic acid or hexafluorotitanate; a vanadium compound; and a chelating agent.
