PROBLEM TO BE SOLVED: To inexpensively provide a board superior in thermal insulation performance, and having durability, without causing permanent set, deformation and a crack, by a recycling product, in use in a state of applying a high load over a long period. SOLUTION: This thermal insulation board used for a snow melting device is composed of the thermal insulation board arranged on a base, a heat diffusing plate stuck to an upper surface of this thermal insulation board so as to substantially cover its whole area, and a heating element arranged in this heat diffusing plate, and is formed so that the heat diffusing plate diffuses heat generated by the heating element along the upper surface of the thermal insulation board. The thermal insulation board can be attained by a snow melting thermal insulation board molded by cooling after integrally fusing a recovered crushed piece by heating-pressurizing operation by crushing a tile carpet having a reverse surface lined with a vinyl chloride-based resin, and its manufacturing method.
