PROBLEM TO BE SOLVED: To provide a device and a method for protecting an occupant's inferior limbs capable of effectively protecting the occupant's inferior limbs by mitigating the shock when the occupant's knees are collided with a transverse member. SOLUTION: A first energy absorbing body 12 comprises a buckling deformation area 12A for absorbing the collision energy of inferior limbs mainly by the buckling deformation, and a bending deformation area 12B for absorbing the collision energy of the inferior limbs mainly by the bending deformation on the front side or the upper side of the buckling deformation area 12A.
