<P>PROBLEM TO BE SOLVED: To provide a hydrophilic element which exhibits excellent hydrophilicity and high strength, and is easy to produce and best suited for use as anti-fogging elements (anti-fogging treated elements) such as anti-fogging films. <P>SOLUTION: The hydrophilic element to be formed into an anti-fogging layer 14 or the like includes a hydrophilic layer formed of an inorganic oxide layer. The hydrophilic layer has a columnar structure composed of columns that form angles of 10 to 70 degrees with respect to a line normal to a base, namely, columns that are inclined at specified angles with the line normal to the base.
