PROBLEM TO BE SOLVED: To suppress spark discharge between an electrode on high pressure side and an electrode on dust collecting side, to easily adjust to a target volume resistivity, and further to hold excellent dust collecting characteristics without being affected by an environment in use. SOLUTION: In manufacturing the electrode S1 on high pressure side, an additive having the volume resistivity close to a range of the target volume resistivity is compounded in a resin serving as a substrate for the electrode on high pressure side. That is, the volume resistivity of the electrode S1 on high pressure side is adjusted to an order of 188to 1013Ωcm by an additive comprising a substance, such as silicon carbide, the volume resistivity of which is 103to 107Ωcm.
