PROBLEM TO BE SOLVED: To provide an electrolyte for an electric double-layer capacitor having a low viscosity and a high electric conductivity even at a low temperature of -30 to -40°C, and to provide an electric double-layer capacitor using the same. SOLUTION: This electrolyte for the electric double-layer capacitor is characterized by containing (a) a compound expressed by formula (1), and (b) at least one sort of solvent selected from methyl acetate and a fluorinated derivative thereof, ethyl acetate and a fluorinated derivative thereof, and methyl propionate and a fluorinated derivative thereof. Where, R1 and R2 are the same or different from each other and denote methyl group, ethyl group, methoxy methyl group, and ethoxy methyl group, and a ring structure may be formed of R1 and R2.
