<P>PROBLEM TO BE SOLVED: To improve the reliability of a store opening plan by making a store opening plan of a company and store side suitable to the needs of a user side. <P>SOLUTION: Attribute information of the user is received through a network and stored in a user information managing part 4A in a DB server 4, and needs information including the user's desired place for opening a store is received through the network, related to map information and stored in a user needs area-position information managing part 4B in the DB server 4. Next, a preset weighted value is used to accumulate a weighted value of needs information included in each area on the map information on the basis of one or more combinations of a designating method for needs information, a relation between the desired place for opening a store and the user, and the number of approvals to the needs information.
