<P>PROBLEM TO BE SOLVED: To effectively utilize a channel to which such a variable band as Sch is allocated, in a mobile communication system. <P>SOLUTION: A base station control device transmits, to a base station, a request band required for Sch that is a channel in a variable band. When the request is received, the base station answers an allocation enabled band, equal to or lower than the request band, to the base station control device.
