PROBLEM TO BE SOLVED: To solve problems wherein, when forming an ITO film on a plastic base material by a normal vacuum film formation method, a film with a crystalline material mixed in an amorphous material is formed, and a method of obtaining an amorphous film by introducing water and a reducing gas such as hydrogen in film formation requires separate devices for using the respective gases. SOLUTION: This transparent conductive layered body is formed by sequentially laminating an organic layer and an ITO thin-film layer on at least one surface of a base material, and the ITO thin-film layer is an amorphous film without having a peak of crystal of indium oxide in a range of 30-31°in X-ray diffraction measurement using a CuKαray. In addition, the organic layer of the transparent conductive layered body contains any of polyvinyl alcohol, polyvinylpyrrolidone, methylcellulose and carboxymethylcellulose, as a main component.
