PROBLEM TO BE SOLVED: To realize a water activating device which can stably maintain device performance, and to provide its manufacturing method. SOLUTION: In the water activating device 10, a filling member 5 formed by filling a fluid filler into spaces in a permanent magnet 1, a pair of non-magnetic conductive metal plates 2, 2, a yoke 3, and the like in a housing 4 and solidifying the filler covers the permanent magnet 1, the non-magnetic conductive metal plates 2, and the yoke 3 in the water activating device 10, which enables the prevention of generation of rust and the like on the permanent magnet 1, the non-magnetic conductive metal plates 2, and the yoke 3 due to moisture or the like, and the prevention of a deterioration of the device due to the occurrence of cracks in the permanent magnet 1 and the like, enabling stably maintaining the magnetic performance and water activating performance of the water activating device 10 for a long term.
