PROBLEM TO BE SOLVED: To provide an image forming apparatus in which deterioration in an image in a toner save mode is suppressed. SOLUTION: The image forming apparatus 20 which forms a color image on the basis of image data having input gradations of a plurality of colors has: a controller unit 200 having a halftone processing part which generates image reproduction data from the input gradation of the image data on the basis of prescribed conversion characteristics, and a printing engine which formes an image with output density corresponding to the input gradation on the basis of the image reproduction data. The controller unit has the toner save mode for suppressing the input gradation of the plurality of colors by the respective toner suppression ratio to generate the image reproduction data and the controller unit further has a suppression ratio setting part which variably sets toner suppression ratio of each of the plurality of colors.
