PROBLEM TO BE SOLVED: To provide an oil-in-water type cosmetic having fresh and refreshing sense of use peculiar to the oil-in-water type emulsion, maintaining the water-repellent and/or oil-repellent properties even after repeating friction in the presence of water and/or oil after coating, exhibiting excellent temporal stability even without containing a surfactant, and also usable as a spray product by filling the cosmetic in a spray atomizer. SOLUTION: The oil-in-water type cosmetic contains (a) cellulose fine particles having≤10μm average particle diameter, (b) a liquid dispersion medium and (c) a surface-treated powder.
