PROBLEM TO BE SOLVED: To provide a ladle refining method capable of diverting waste slag and drastially reducting slag quantity itself by solving the problem such as the dispose of large quantity of basic slag, the elution problem of fluorine incorporated in the slug into the earth and the dust problem with the air-dissolving of the basic slag when being disposed in the deoxidizing and desulfurizing refining of the molten steel in the ladle. SOLUTION: In the ladle 4, slag-making material having≤1.5 basicity is beforehand charged and only molten steel oxidize-refined under the basic slag in a melting furnace 1 is tapped into the ladle, and simultaneously, deoxidizing agent is charged and the molten steel and the slag are reacted by gas-bubbling under reducing pressure, and the deoxidation and de-nonmetallic inclusion, are processed, but the molten steel after completing the refining having no-desulfurization, is supplied to a caster 11 with a specific continuous casting method, and a steel slab composed of non-segregation and mainly columnar crystal, is produced and excess S% is permitted. This continuous casting method is drawn up to over 1/4 circle to 3/4 circle till solidifying the core part in a curving type continuous casting, and drawn out, and a hollow cast slab is formed and rolled down to fully make the solid-state.
