PROBLEM TO BE SOLVED: To improve the durability of a cleaning blade and to obtain a cleaning blade which allows an image of high image quality to be obtained when using, in particular, toner made of spherical particles or particles having a small particle size and allows good cleaning performance to be obtained without wear, cracks, or the like. SOLUTION: A cleaning blade 3 for cleaning up untransferred toner remaining on a surface of an image carrier in an image forming apparatus meets requirements (1) specifying that the cleaning blade mainly comprises polyurethane, requirements (2) specifying that the cleaning blade comprises a first layer to be brought into contact with the image carrier surface and a second layer not to be brought into contact with the image carrier surface, requirements (3) specifying that the first layer to be brought into contact with the image carrier surface has a layer thickness of less than 10μm and contains organic or inorganic fine particles having an average particles size of less than 3μm, and requirements (4) specifying that a thickness of the entire cleaning blade is 1 to 3 mm.
