PROBLEM TO BE SOLVED: To provide a cleaning device which has an improved cleaning level with respect to low melting point toner and an image forming apparatus in which degradation in image quality is suppressed. SOLUTION: The cleaning device cleans residual toner remaining on the surface of an intermediate transfer body onto which a toner image is transferred and which transfers the toner image to a recording medium, wherein the toner image comprises toner having a storage elastic modulus at 45°C of 5×107Pa to 6×108Pa. The cleaning device is provided with a cleaning blade having a contact layer coming in contact with the intermediate transfer body and a support layer supporting the contact layer and having a hardness lower than that of the contact layer.
