PROBLEM TO BE SOLVED: To provide a heater for a toilet and toilet facility which is equipped with the toilet, efficiently disposed in a limited space in a toilet room that enables efficient heating. SOLUTION: In this heater for a toilet, the top face is an installation reference surface which is substantially horizontal in the fitting state, the lower surface opposite to the installation reference surface is provided with a blowout port for blowing out hot air, and the lower surface is inclined to decrease thickness as going toward the front edge. A toilet facility includes a shelf board, provided along the wall surface of a toilet room, and the heater for a toilet which is fitted to the lower surface of the shelf board.
