PROBLEM TO BE SOLVED: To provide a white light-emitting organic electroluminescent element superior in power efficiency, superior in stability of emitting chromaticity at a continuous drive, and superior in stability of emitting chromaticity against drive current variations, and a lighting device using the same. SOLUTION: This is the white light-emitting organic electroluminescent element having at least a positive electrode, a negative electrode, and a plurality of light-emitting layers between the positive electrode and the negative electrode on a substrate. The plurality of light-emitting layers are constructed of at least three layers of a first light-emitting layer emitting light of a specific color, a second light-emitting layer which is located on the positive electrode side to the first light-emitting layer and emits light of which color is complementary to the above specific color, and a third light-emitting layer which is located on the negative electrode side to the first light-emitting layer and emits light of which color is complementary to the above specific color.
