A down light by an LED reduce a manufacturing process and components by coupling a soft substrate in which the LED is installed with a reflector. A soft substrate(1) is developed and comprised fanwise. An LED holder(2) with an LED(3) is regularly installed on the whole upper surface of the soft substrate developed fanwise. The LED is respectively inserted and fixed to the LED holder installed on the soft substrate. The soft substrate in which LED is installed is rolled with cone and the joint of the soft substrate is fixed by a clip or a tape. The soft substrate rolled to a cone shape is installed inside a body of the down light.
