PROBLEM TO BE SOLVED: To prevent the irregularity of the reforming height of the edge part of a carcass ply. SOLUTION: In the case where the side edge parts of the carcass ply 51 wound around the bead core of a tire bead part is bent in the direction wound around the bead core to form a reforming part, reforming height is formed constant to wrinkle the carcass ply 51. Habit is formed to the side edge parts of the carcass ply 51 by bending them while applying pressure to them and the formed reforming height is measured by a reforming height measuring sensor to calculate the error between the measured reforming height and a reforming height target value.
