PROBLEM TO BE SOLVED: To provide a base isolation structure which forms a ground block that is proof against transmission of earthquake waves thereto from outside, in the entire or part of a plot such as a tank yard, by arranging a base isolation layer in the ground without provision of special base isolation devices etc., and to provide a base isolation structure construction method. SOLUTION: The base isolation layer is formed by excavating the ground by an excavator which is propelled by a propelling force applied to the rear of a pipe, injecting a base isolation material into an excavated section during a draw-back procedure of the excavator, and drawing out the excavator and sealing the base isolation material in the ground.
