PROBLEM TO BE SOLVED: To provide a water-based cosmetic having excellent temporal stability and nice sense of use and to provide a method for producing the cosmetic. SOLUTION: The water-based cosmetic comprises a cellulose-containing fine particles having a cellulose having≤300 average degree (DP) of polymerization and a degree of crystallization of 50% or less at least in a part thereof and having≤5μm average particle diameter, a powder and one or more kinds of compounds selected from a group consisting of a primary alcohol and glycine.
