A polarizing plate and a touch panel having a transparent conductive layer with a superior high intensity, mechanical durability are provided. A polarizing plate comprises a polarizing film of which both sides consist of stacked cyclic olefin base polymer layers, and a transparent conduction layer of amorphousness opposite to the polarizing film.
