An apparatus for positioning system on target is provided to transmit/receive information which is obtained by a user inputting position information of a target into touch screen and is manufactured/ compressed to an authenticated user. An apparatus for positioning system on target includes a position measurement unit(100), an input device(300), a microprocessor(400), a coordinates display(200), encryption device(500) and data transmission unit(600). The position measurement unit obtains the position of a user and a target. A user input device inputs user information through a key input device(310). The microprocessor calculates input data through the user input device and the position measurement unit. The calculation result and map data is loaded into a memory. The coordinates display displays the coordinates of the target obtained by the input data through the user input device and the microprocessor. The encryption device compresses and cryptographs calculated data from the microprocessor. The data transmission unit transmits cryptographed data to at least one user.
