An artificial fish reef is provided not to be cracked or damaged and to keep function by reducing external shock when external shock is applied. A method for manufacturing a tetrapod and an artificial fish reef comprises: cutting rice straws or branches of a tree which is by-product(2) obtained after harvesting the environment plant in an appropriate size; mixing concrete and the soil and hardening the mixture; protruding byproduct of environment plant to the outside of the tetrapod(1) or fixing the byproduct to the outside of a block or an artificial reef; and forming a condition that hydrophyte is easily adsorbed or lives well.
