PROBLEM TO BE SOLVED: To make it unnecessary to have the technical knowledge of a communication field, and to achieve programming without noticing the type of a PLC connected to a network, and to easily cope with addition and change of the PLC. SOLUTION: When a read command is transmitted from instruction devices 24a, 24b, 24c and so on to a communication controller 20, a communication program 30 refers to a PLC address including the communication protocols of PLC 28a, 28b and 28c and so on specified by the read command by referring to a PLC address table 32, and transmits the read command translated into specific PLC 28a, 28b and 28c and so on by translating the read command by a protocol translation table 34.
