PROBLEM TO BE SOLVED: To provide an inorganic EL element which has a high productivity and in which film-forming can be possible easily and light emission brightness is elevated, and to provide an illumination device equipped with this EL element which has high illumination quality and is useful for numerous uses. SOLUTION: By installing a buffer layer (second insulating layer) between an insulating layer and a light-emitting layer, adhesiveness between the insulating layer and the light-emitting layer can be improved largely, and light emission brightness can be elevated. In other words, this is the EL element in which a rear face electrode, the insulating layer, the light-emitting layer, and a transparent electrode are laminated sequentially. The insulating layer includes a first insulating layer that does not contain an organic binder and a second insulating layer that is formed by a sol-gel method, while the light-emitting layer composed of a mixture of the organic binder and a phosphor is laminated on the second insulating layer, thus the inorganic EL element is provided.
