PROBLEM TO BE SOLVED: To provide a manufacturing method for a flocculation system structure, capable of manufacturing easily a mixed layer and capable of mass-producing inexpensively a flocculation system structure. SOLUTION: In this manufacturing method for the flocculation system structure, a substance to be nuclide-converted is brought into contact with the flocculation system structure provided with the mixed layer layered alternately with a CaO layer and a Pd layer on a base material, deuterium is made to flow to the flocculation system structure, to manufacture thereby the flocculation system structure used in a flocculation system nuclear reaction of arising a nuclear reaction in the substance to be nuclide-converted. The CaO layer is film-formed on a Pd substrate 23 by introducing moisture into an air-tight container 72, after introducing an alkoxide of CaO into the air-tight container 72 installed with the Pd substrate 23.
