PROBLEM TO BE SOLVED: To provide a treatment apparatus and treatment method of toxic organic substance oil-containing water, for making it possible to sufficiently perform decomposition treatment while confirming the progress condition of the decomposition treatment of toxic substances in contaminated water or processing water or the like inside the apparatus. SOLUTION: The treatment apparatus 1 for the toxic organic substance oil-containing water comprises: a contaminated water tank 2 for housing the contaminated water of the toxic substance containing polychlorobiphenyl (PCB) oil; supply piping 3 for supplying the contaminated water; a photocatalytic reaction vessel 5 for housing the contaminated water supplied from the supply piping 3 and decomposing the toxic organic substances contained in the contaminated water by a photocatalyst 4 provided inside; an ultraviolet ray lamp 6 for irradiating the photocatalyst 4 with ultraviolet rays; discharge piping 7 for discharging treated water decomposed inside the photocatalytic reaction vessel 5; a recovery tank 8 for recovering the treated water discharged from the discharge piping; and a concentration detection means 9 for confirming the progress condition of the decomposition treatment of PCB by photocatalytic reaction.
