PROBLEM TO BE SOLVED: To provide a developing roller having excellent toner conveyance, suppressing toner deterioration and filming, and ensuring high-quality copy for a long term. SOLUTION: The developing roller includes: a base rubber layer 2 on the peripheral face of a shaft body; an intermediate layer 3 formed on the periphery of the base rubber layer 2 directly or via other layer; and a surface layer 4 formed on the periphery of the intermediate layer 3. The intermediate layer 3 is formed from a polymer composition containing the following components (A) to (C): (A) a binder polymer; (B) particles for roughening surface (particles 1); (C) at least one surface modifying agent selected from a group consisting of a silicone surface modifying agent, fluorine surface modifying agent, acrylic fluorine surface modifying agent, acrylic silicone surface modifying agent, and acrylic fluorine silicone surface modifying agent.
