PROBLEM TO BE SOLVED: To reproduce sound and image data with a smaller operation amount while holding secrecy of the sound and image data. SOLUTION: The sound and image reproducing device, which reproduces a sound and an image based upon encrypted sound and image data, includes: a decryption means of decrypting the encrypted sound and image data; a sound and image deciding means of deciding which of a TS packet of sound data and a TS packet of image data each TS packet of the deciphered sound and image data is; a sound expanding means of expanding, by TS packets, sound data in TS packets determined by the sound and image decision means to be TS packets of sound data to obtain expanded sound data; and a video expanding means of expanding, by TS packets, image data in TS packets determined by the sound and image decision means to be TS packets of image data to obtain expanded image data.
