PROBLEM TO BE SOLVED: To provide a polymer actuator improved in adhesion between an electrolyte layer and electrode layers. SOLUTION: The polymer actuator 1 is constituted of a pair of the opposing electrode layers 11, 12 and the electrolyte layer 20 sandwiched between the pair of electrode layers 11, 12, and displacement is generated in the direction of, for example, an arrow A due to the generation of a bias in the distribution of ions in the electrolyte layer 20 caused by the generation of ion conductivity by electricity application. The electrolyte layer 20 includes a cross-linking structure formed by the cross link of a cross-linking compound having a cross-linking functional group selected from an epoxy group and an oxetanyl group, and an ionic substance. The cross-linking compound includes a first cross-linking compound having a repeated unit of, or two or more cross-linking functional groups, and a second cross-linking compound selected from an aromatic epoxy compound or the like which is polyphenol glycidyl ether and has two or more epoxy groups.
