PROBLEM TO BE SOLVED: To form a network communication network by quickly confirming communication even when the number of communication terminals constituting the network increases. SOLUTION: A control server 10, when detecting communication starting timing (S101), acquires terminal information of sound emitter/collectors 11-1n which participate in a conference (S102) and simultaneously transmits data for confirming communication to each of the sound emitter/collectors 11-1n (S103). The control server 10 enters a reception standby state of response data (S104), and when receiving response data from the sound emitter/collector (S105: Y), the control server 10 acquires terminal information of the sound emitter/collector which transmits the response data (S106), and performs IP connection control to the sound emitter/collector (S107).
