PROBLEM TO BE SOLVED: To provide a decoupling cell arrangement method allowing exhaustive arrangement of a decoupling cell in a short time. SOLUTION: A cell arrangement device extracts a timing slack amount in a notice path from a timing analysis result as a timing margin to a power noise of the notice path, converts the timing margin into a noise permission amount, compares the noise permission amount and a power noise amount in the notice path, and decides whether the arrangement of the decoupling cell to the notice path is proper or not based on a comparison result thereof. That is, the power noise amount is calculated based on the timing margin, and the power noise amount and the noise permission amount are compared to arrange the decoupling cell.
