PROBLEM TO BE SOLVED: To provide a moisture-conditioned decorative sheet having high moisture conditioning performance and high productivity, and its manufacturing method. SOLUTION: The moisture conditioning decorative sheet is constituted by integrally laminating a back surface layer mainly composed of mineral fibers, an inorganic powder, and a binder and a front surface layer which is mainly composed of mineral fibers, the inorganic powder, the binder, and a moisture conditioning material, and has a smaller specific gravity than the back surface layer.
