PROBLEM TO BE SOLVED: To provide a damper which reduces a burden on an operator because a working fluid pouring operation does not require a large force, and also to provide the damper facilitating air bleed from a cylinder. SOLUTION: In the damper provided with: a cylinder 1, a piston 3 for being slidably inserted in the cylinder 1 and separating two pressure chambers R1, R2 in the cylinder 1; and a piston rod 4 connected with the piston 3 and movably inserted in the cylinder 1, passages 4b, 4c for communicating respective pressure chambers R1, R2, and a plug 9 for blocking the passages 4b, 4c are provided for the piston rod 4.
