SOLUTION: In a call control server 1, a terminal state monitoring section 13C detects the state of the absence/absence release of a monitoring destination telephone terminal 3 according to the reception of a setting message indicating the absence/absence release from the monitoring destination telephone terminal 3. The terminal state is related to the monitoring destination telephone terminal 3 and is registered in monitoring information 12B.
