<p><P>PROBLEM TO BE SOLVED: To provide a noticed region image encoding device which encodes a region closer to a noticed region of a non-noticed region with higher image quality and a merit of requiring no transmission of an ROI coefficient mask, and which realizes a function of reducing a border distortion which occurs in a border part of the noticed region and the non-noticed region. <P>SOLUTION: A gradual ROI coefficient mask preparing portion 14 prepares a gradual ROI coefficient mask j which extends a noticed coefficient region, with respect to a noticed ROI coefficient mask of a low frequency component, with a noticed ROI coefficient mask of a high frequency component as it is in an intermediate noticed pixel region, in the presence of the intermediate noticed pixel region which is desired to be preferentially encoded compared with another non-noticed pixel region, not preferentially compared with the noticed pixel, for the pixel not in the noticed pixel region.
