PROBLEM TO BE SOLVED: To provide a membrane element and an immersion-type flat membrane filter which allow cleaning of the filter membrane through synergetic effects comprising sufficient oscillation of the filter membrane with the gas-liquid multi-phase flow as a drive source and air scrubbing. SOLUTION: The membrane element consists of a flexible sheet arranged with a filter membrane 2a on its surface and has two or more oscillation promotion mechanisms, consisting of a convex body 7, on at least one side.
